Canada is called a Parliamentary democracy. The people of Canada elect Members of Parliament who come to Ottawa to participate in lawmaking on behalf of the people of Canada.

But the Prime Minister alone controls Parliament and the Government of Canada. He controls all appointments to public office. He declares the laws, which an obedient army of officials puts into form and which a cowardly Parliament rubberstamps.

Without a free Parliament, the Federal government can pass laws that violate the Constitution or take away the rights of the people of at any time. Parliament is upside down.

It has been that way for a long time. We could quote statements by Members of Parliament years ago. We could quote the Report of the Special Committee on Reform of the House of Commons, established by the Commons itself in December, l984. We could quote its recommendations in June, l985. But we can look at the same situation now. Parliament is powerless to protect the people of Canada.  


Remind yourselves of the words of Lee Morrison, MP for Eastend, Saskatchewan, when he stood in a largely empty House of Commons on October 20, 2000 and spoke for the last time before leaving for his home and his people:

“I will not regret leaving what has become, under Liberal management, a totally dysfunctional institution. … I knew intellectually before I went down there that we have this constitutional quirk that makes us an elected dictatorship. I knew that, but I never really appreciated what it meant until I was in the middle of it and saw this farce that goes on there day after day, people pretending to influence decisions, pretending to do very important things, when actually they can shut the place down and just leave it to the Prime Minister and his immediate entourage, a few of the better Cabinet ministers. Everybody else could go home and nobody would know the frigging difference…” Parliament is upside down.

WHAT THE HUMAN RIGHTS INSTITUTE OF CANADA CAN DO

The Human Rights Institute is non-political. We cannot make Canada into a democratic country. But with your help, we can begin that job by protecting your rights against lawbreaking by the Federal Government. We can, with time, give you back some of the basic protection that is being stripped away from you by our Canadian dictatorship.

We need funds for our research to challenge laws and policies that are clearly violations of the Constitution of Canada. We need funds to seek decisions by the Courts of Canada to protect the rights of Canadians.

We know that the Prime Minister appoints all the Judges except those who serve in the lowest Provincial Courts. But we believe that there are some very good judges who will speak out for the protection of your rights and the rights of all Canadians if we have the resources and honest, competent constitutional lawyers who will work with us for the people of Canada.

This Web Site gives you some of the Federal Government violations of the laws and Constitution of Canada that are of enormous importance to all Canadians.

Parliament and the political parties have failed. It is time to try the Courts.
